We are now focusing on rebuilding properties that were damaged by the Southern California fires that erupted in 2024 and 2025, working as a real estate developer, construction manager, and investor buying properties as-is for redevelopment for our own account.
At Kachay Global Development, we are more than developers—we are visionary planners. As a “paper developer,” we specialize in preparing master and business plans, processing entitlements, and installing infrastructure. Our expertise spans sustainable agricultural, industrial, residential, and commercial projects (AIRC), as well as golf course properties and medical tourism. Our Team
Samuel Karp
Founder and CEO
In 1975, Mr. Karp formed Karp Homes, and during that time engaged in many successful projects including single-family homes and commercial buildings.
In 1990, Samuel moved to San Diego, California, established Kachay Global Development, and started development of high-end luxury estates in the prestigious community of Rancho Santa Fe. At that time, he also started the build-to-suit service for buyers who wanted to design and build their own estate homes. During his time in San Diego, Mr. Karp built more than fifty luxury homes and established himself as one of the most admired builders in Rancho Santa Fe, winning the prestigious Lilian Rice award for one of his custom residences.
In 2020, Mr. Karp moved the Kachay Global Development main office from San Diego to Camarillo, California.
After the unfortunate and tragic wildfires in Los Angeles and Ventura County, Mr. Karp sees the need for his services to rebuild the devastated communities in this area.
Mr. Karp is now available to work as a Construction Manager to manage construction for homeowners who are eager to rebuild and want beautiful new residences to replace their lost homes.
For those homeowners who choose not to rebuild, KGD is willing to acquire their lots to build custom homes for its own account.
Stewart Cutler
COO and General Counsel
Stewart Cutler graduated from Stanford University with a B.A. in English. He attended law school at U.C.L.A. where he scored first in his class in Contract Law.
Stewart first began working for Kachay Global Development in 1995. He passed the California bar exam in 1998 and has been the General Counsel for KGD ever since. In his capacity as General Counsel, he oversees all legal matters for KGD, including drafting contracts and Letters of Intent, legal correspondence, insurance, and tax matters.
Mr. Cutler also holds a California real estate license and has established Cutler Realty as the real estate division of KGD. Mr. Cutler handles in-house purchases and sales of real estate for KGD and oversees all documentation related to transactions for KGD.
He is also the Chief Operating Officer for KGD. As COO, he helps run day-to-day operations for KGD. He is intimately involved in the administration of the business and oversees all the business affairs necessary to keep a successful company running efficiently and smoothly.
